The Curve Extract Tool creates a new curve object through points that you have selected on existing objects. You can select these points with the lasso, or the bull's eye (one-by-one). Have any 2D or 3D object already on the screen. Choose the Curve Extract Tool. Draw a lasso around the points of interest. Hit the return key, and you get a new curve you can use to create other shapes. Here, I have lowered the half sphere to get a better view of the curve. You can also use the + / - keys to cycle through the current objects. The selected (current) object is displayed in light blue (cyan). This clearly shows that there is now a new object at the circle (halfsphere opening), even if you don't move the halfsphere out of the way. You can select individual points with the bull's eye (option+click on Mac or right mouse button on PC). These can be from the current object or even from other objects. You can even snap to mid points on line segments (or polygon edges) while holding the SHIFT key down! This Extract Curve tool is often used in conjunction with the Extract Surface, the Ruled Surface, etc...
